Design and evaluation of
International initiatives on security
LJBAS BV provides independent advisory service in the field of design and evaluations of international assistance on on issues related to security including border management, disruption of illicit flows and migration management.
Since 1999, LJBAS has been designing or evaluating more than 50 projects and programmes on security in all parts of the world mostly on behalf of the European Commission. LJBAS design and evaluations missions are carried out in close partnership with beneficiaries : Police, Border police, Customs, immigration services, security services or judiciary authorities. LJBAS missions are independent and free from any third-party influence.
Louis-Jacques is the director of LJBAS. He holds a degree in Economics and a Master degree in International Relations from the University of Louvain (Belgium). He speaks fluently English, French and Spanish. From 1992 to 1998 he was a UN staff member working for the United Nations Office on Crime and Drugs (UNODC) posted in Colombia, in Austria and in Uzbekistan. In 1988 he worked in Latvia coordinating the largest anti-drug programme funded by the European Commission. Since 2000, LJB designed several European flagship programmes on border control and against organised crime. He also designed and implemented the PHARMACRIME initiatives funded by DG Home and aiming at improving measures against falsified medicines in Europe.
